On 26th of April, 2010 at 1020 hours Dili Airport UNPOL station received a call that there was a suspicious backpack that might contain a bomb in the Lita super market at 248 Parliament Avenue GR 835 467. The caller stated the backpack was black in color with green strips at the side, approximately one meter and five centimeters tall and a half meter wide. The caller stated the sales employees had become suspicious as the backpack had been unattended more than twelve minutes.
The duty officer namely Hazaz Amadan sent one police patrol team consisted of three UNPOL, two LP officers, one language assistant with UN vehicle no UN-254 immediately dispatched to investigate that. On arrival at the scene after twenty minutes of the initial information patrol team cordoned the area with yellow tape. The Police officers observed through the windows of the store as the backpack was lying on the floor near the vegetable and fruit section and the backpack unzipped slightly and a section of 10-15 cm area remained open and that two wires were protruding through that unzipped open area. On the top of the backpack, there was a tag with something written on it.
The officers were not close enough to see clearly inside the bag as they tried to see through window. The police officers quickly evacuated the manager and eight employees of the store. About 22 customers were also shopping at that time; they were also requested to evacuate and to stay a safe distance from the store. The team member of the police team started to evacuate the surrounding area. The team leader of the patrol team stayed 100 meters from the store and notified the police control by her radio as confirmed about the suspicious matter in the backpack. The team leader requested to send an EOD team to confirm the matter at the Lita super market. Team Leader also requested to send more police units to assist and to evacuate people from the surrounding buildings. The EOD team attended there after nineteen minutes of the first team arrival. The additional police force arrived after fifteen minutes of the EOD team arrival using their vehicles and black jackets. They approached to the super market and stared to evacuate the surrounding areas, requesting everyone to stay on a safe distance. After twenty one minutes of their arrival the additional police force cleared the area. The officer in charge of the police team while interviewed the female manager of the super market, she said she had reported to the police station while she noticed an unattended backpack. She had noticed a male carried the backpack into the store. He was about 55 year old, gray hair, dressed in white suit and white shoes. Next time she saw the men left the super market leaving the backpack lying on the floor near the vegetable and fruit section. When she approached the bag she noticed that the protruding wires through the unzipped open area of the bag and a tag on the top of the bag written a name “James Smith”.
Just after EOD team’s arrival a man tried to approach the police officers and asked if he could get through the super market as he lost his backpack inside there and inside the backpack there was a wallet contained 200 Euros and a digital music player with head phones cost around 150 Euros. As per the description by the manager, police officer asked his identity. He show the ID cards with picture where it was mentioned his named was James Smith, an administrator of the ANZ Bank and living at Grand Hotel in Dili. He was on his holidays and while shopping inside the super market he received a phone call through his mobile phone and for better reception he went outside from the super market leaving his backpack inside. While he was waiting for his return to the hotel he remembered about his backpack. After confirmation about his identity and contains of the bag it was return to him and nothing serious. The super market was reopened at 12.30 hrs on the same day. After fourteen minutes police teams also send a radio message to the National Operation Center about the incident. NOC directed them to do their work as usual. All the police team returns to their respective units or duty. The nationality of the UNPOL was Jordanian.
