Police Report

At about 12.00 hours, on Sunday 9 June, 2010 an assault and molesting incident reported to the Police Station no-5 that a young boy molested a girl namely Elena and assaulted her mother Mrs. Barbara Green by Mr. George over telephone.

Investigation come to know that, on Sunday 9 June 2010 at 10.30 hours Mrs. Barbara Green 53 years old was in a social event with her 7 years old adopted daughter. The event was held in Community Hall at Venus street number "8". At about 11.00 hours Mrs. Green met her friend and co-worker Mr. George 48 years old. Mrs. Green was a volunteer worker with a social organization called "Save the Child". During the meeting, Mrs. Green was busy chatting with the guests in social talks. At about 11.30 hours she noticed that Elena her adopted daughter wasn't around and so worry about her. While Mrs. Green was looking for the girl, she was informed by Mrs. Lilly a 50 years old that she observed the girl 15 minutes ago accompanied by a youth. She added that they were proceeding to behind the hall.

Mrs. Green rushed to behind the hall. It was a little dim and silent. She heard light snarl and whispering upstairs. She went upstairs where she got shocked when she saw a youth squeezing the girl against wall on the stairs and touching her. She jumped over the youth and bit him deeply from his left forearm. The young guy pushed Mrs. Green strongly. The lady dropped down stairs unconsciously and her right leg was broken. She got wounded severely in her right hand. The youth fled least he would caught red handed. He ran away with his right arm bleeding due to the strong bit.

At about 11.45 hours Mr. George ended his speech and out of the hall, he heard screaming and responded immediately. He found Mrs. Green Lying unconscious on the ground and the young girl was torn crying. He called the hall responsible asking for a domestic medical supply. He called also the ambulance to transmit Mrs. Green to the hospital.

On the same day at about 12.00 hours the main gate security guard noticed a young guy seemed very confused passing across the gate. The guard stopped the youth and asked him what the wrong with him was. The boy burst into tears crying “I didn’t mean to do that “.

Mr. George was trying to alleviate Mrs. Green pain until the hall doctor attended. The doctor provided Mrs. Green the needed first aids and stitched her wound three stitches. The doctor also supported her broken leg until to be treated further at the hospital.

Mrs. Green came back to conscious she was repeatedly saying "catch him, catch him”. Mr. George asked Mrs. Green to cool down so as to understand exactly what happened to her. She describe all to George. It came to know that the young guy introduced himself as Jack George 18 years old. Mr. George got shocked wishing that she wasn't telling the truth as the young guy she was talking about was his son. On the main gate seeing Mr. George and Elena the young guy collapsed crying “Dad please forgive me I didn't mean to do that.

At 12.30 hours the patrol team “Tango" arrived at the scene. Both Mr. George Elena and Jack were taken to police station number five for further investigations.

The incident was under investigation.

While Mrs. Green was looking for the girl, she was informed by Mrs. Lilly a 50 years old the coordinator of the event that she observed the girl 15 minutes ago accompanied by a youth. She added that they were proceeding to behind the hall.

FOLLOW-UP REPORT # 01

Mrs. Green rushed to behind the hall. It was a little dim and silent. Then she walked slowly and quietly. She heard light snarl and whispering upstairs. She went upstairs where she got shocked when she saw a youth squeezing the girl against wall on the stairs and touching her. Spontaneously, the lady jumped over the youth and bit him deeply from his left forearm. It  was so painful, consequently, the young guy pushed Mrs. Green strongly. The lady dropped down stairs unconsciously. Due to falling down, the lady's right leg was broken and she got wounded severely in her right hand. The young guy got in panic when he saw the lady in that bad condition. The youth fled least he would caught  red handed. He ran away with his right arm bleeding due to the strong bit.

FOLLOW-UP REPORT # 02

Elena started screaming  asking for help. At about 11.45 hours Mr. George ended his speech in the event. Getting out of the hall, Mr. George heard screaming. He responded immediately to the screaming. Arriving at behind the hall he found Mrs. Green Lying unconscious on the ground and the young  girl was torn crying. He tried to help her to restore her consciousness. Mrs. Green already restored consciousness but she was moaning from pain. Mr. George called the hall responsible asking for a domestic medical supply. He called also the ambulance to transmit Mrs. Green to the hospital.   

FOLLOW-UP REPORT # 03

At about 12.00 hours the main gate security guard noticed  a young guy seemed very confused passing across the gate. He noticed also that the guy was holding his left forearm and there were some blood stains around. The guard stopped the youth and asked him what was the wrong with him. Then the youth burst into tears crying " I didn’t mean to do that " .

Sample Report 3 - Dead bodies of murdered women

Police Report 

At 07:43 hrs. On Friday, 19th July 2013 Pétion-Ville Police Station received a phone call from members of "Club de Pétion-Ville" to the complaining of a stinking smell conforming to decomposing bodies. 

A team of experts including UNPOL investigators and SWAT was dispatched which reached the location at 07:50 hrs to begin with the search for smelly object and to investigate into the incident. At around 08:05 hrs, the police team, with the assistance of cadaver-smelling dogs, discovered a dead body in a bag wrapped in plastic, covered by a bush, about 150 feet from a garage behind an apartment building in a field. A case was opened. 

The investigating police at the scene had difficulty determining the body was female due to the state of advanced decomposition. The Police and the community members continued to search in the abandoned homes which resulted in the discovery of two other female bodies who appeared to have been thrown through one of the windows into the basement of an abandoned house. Mayor Gary Norman came to the scene along with representatives from multiple bureaus and organizations. All three victims were found with no ID but were black females. The first discovered was dressed in a green hoodie with a pink and green orchid tattoo on her left thigh. The second woman was wearing a leopard print purple top and the third wore a green jacket and had a pink orchid tattoo on hip. The state of decomposition of the bodies indicated that all three females had been killed within six to ten days. 

At 10:15 hrs. The bodies were taken to the local Pétion-Ville hospital for medical examination in order to determine their identity and cause of death. Due to the level of decomposition, the Police contemplated the use of DNA for identification. Three crime scene vehicles and an evidence recovery team arrived to check the open lot and the checking continued until late evening. Evidence technicians analyzed the area for hours but discovered nothing. 

The Pétion-Ville County Medical Examiner Thomas Gilson identified the first of the three women as being Angela Deskins believed to be 32-years-old. His office continued the investigation to establish the causes of death and the identities of the other two women. All three victims had the same modus operandi leading back to 35-year-old Michael Madison, a registered sex offender. The MOs of these serial homicides looked very similar to that of convicted serial killer Anthony Sowell who has been serving a 15-year prison sentence since 2005. Police interviewed and come to know that, Madison's former girl-friend, Emy Fortson, 31 years old, who stated that she felt unsafe shortly after she began dating Madison. When she tried to end the relationship, he threatened her several times by pointing a gun at her head asking if she wanted to die. In one situation, he bound her hands and feet with a tie and a belt, and gagged her with a rag to the point of almost unconsciousness. She choked and her body tingled before she freed herself. She said Madison regularly changed his women and some of them have been reported missing from the neighborhood. 

Police used warrants to search the garage and the apartment across the alley around Michael Madison's apartment. Around 16:30 hrs. on Saturday, 20th July 2013, the SWAT and investigating police officers got involved in a standoff with a suspect in the homicide of the three females whose bodies were found about 100 to 200 yards apart in Petion-Ville. The suspect was tracked by the Police to his mother's house, located at the corner of E. 197th Street and Saint Martin Boulevard in Pétion-Ville near the Cite Soleil border. The Investigating Team Leader UNPOL Carla Rees used a bullhorn to persuade Michael Madison to surrender but he did not. Finally, after breaking down the door, the Police arrested Madison at 17:00 hours without incident. 

UNPOL Investigators and the SWAT officers took Madison in for questioning for his suspected involvement in the Pétion-Ville homicide. Madison stated that he worked in a nearby sausage factory until 2011. He left the job and became a member of an online dating agency where he publicized that he was a "master" looking for a submissive person to "train". Soon, he began a relationship with Emy Fortson, 31, but this ended after a short period, in 2011, when he found that she was not submissive. Women came in to his life but he was unable to bond with them. He felt scorned and developed a strong feeling of love or hatred against women but continued to contact more women in his role as a "master". He read a book called 'Nobody's Women: The Crimes and Victims of Anthony Sowell' which detailed Sowell's murders and the way he selected his victims. Anthony Sowell was infamously known as the Pétion-Ville Strangler for multiple homicides in 2011 in neighboring Pétion-Ville and after reading the book, Madison became influenced by his modus operandi of using women. He selected more submissive woman such as drug users and those with criminal records, who would come to his home voluntarily. After taking drugs and drinking Madison raped his victims and as a method of denial he strangled them until they choked to death. Once dead, he would wrap the dead bodies in a bin bag and throw them behind the apartment building in a field. Madison's story of crime was as predicted by the Police and justice officials. After a stand-off with Police he was finally taken into custody. 

Madison identified both the women: the one wearing a leopard print purple leotard was 25-year-old Michelle Mason and the other who was wearing a green jacket and had a pink orchid tattoo on her hip was 31-year-old Amelda Hunter. They were both African-American women with a criminal record and a history of drug abuse. Both the women lived outside Pétion-Ville. 

Following a court appearance on 21 July 2013, Madison was charged with three counts each of murder, rape and holding people captive. However, Madison pleaded guilty to charges of captivity. UNPOL officers are trying to gather further information to determine whether Madison is associated with other unsolved cases in the Pétion-Ville, Cite Soleil. 

The case was under investigation.

After a stand-off with Police he was finally taken into custody.

Police Officer:  State your name and date of birth for our reference.

Michael Madison: My name is Michael Madison. I was born on 4 February 1978.

Police Officer:  Do you know the reason why you are here?

Michael Madison: I know. I have been arrested for the series of homicides in Pétion-Ville, the killing of three women within a six to ten day period.

Police Officer: Where do you live? Do you have any family members living with you?

Michael Madison: I live at my mother's house located at the corner of E. 197th Street and Saint Martin Boulevard in Pétion-Ville near the Cite Soleil border. I live alone now; my mother is had not been around for the past three (3) months. She has gone on a tour to USA.

Police Officer: UNPOL Carla Rees why didn't you surrender when you were asked to?

Michael Madison: I was afraid since I am a registered sex offender with the police. Before I could find a escape route, I was caught.

Police Officer: UNPOL Carla Rees Do you have a job?

Michael Madison: Well, I worked in a sausage factory located near my apartment until 2011, but I left that job and became a member of an online dating service, so now I am a trainer for submissive people.

Police Officer: UNPOL Carla Rees are you in relationship with anyone?

Michael Madison: No, not now. I had a relationship with a lady named Emy Fortson - a 31-year-old. But that didn't last long since was not submissive. We broke up in 2011. She wasn't the type of person that I wanted. On many occasions, I felt scorned by women and I started developing a feeling of love or hatred towards them. I just liked to use them and throw them.

Police Officer: UNPOL Carla Rees What actually led you to commit the series of homicides?

Michael Madison: I had already started hating women. During this time, I read a book - Nobody's Women: The Crimes and Victims of Anthony Sowell. The book detailed Sowell's murders and his method of selection of women and I became influenced by his modus operandi and became his admirer. Although Anthony Sowell is infamously known as the Pétion-Ville Strangler for multiple homicides, I followed his path.

Police Officer: UNPOL Carla Rees How did you select the women and make them subject to your hatred?

Michael Madison: I chose woman from the drug users and those with criminal records. They came to me for doses of drugs voluntarily or on my call. After taking drugs or drinking I played with them, raped them and in the event of denial, I strangled them with a tie or belt until they are choked to death. I then wrapped them in plastic bag and threw them out of the window, in the bush behind the apartment building. The smell coming from the sausage plant helped to hide the odour.

Police Officer: UNPOL Carla Rees Can you identify the dead bodies?

Michael Madison: Yes, the first one wearing the hoodie and with the tattoo on her right thigh is Angela Deskins, a 32-year-old woman. The one wearing a leopard print purple leotard is 25-year-old Michelle Mason and the other who had a green jacket on and a pink orchid tattoo on her waistline is a 31-year-old Amelda Hunter. All of them are black, African-American women and the latter have a criminal record and a history of drug abuse. Both of them are from outside Pétion-Ville.

Police Officer: UNPOL Carla Rees You know that you are a registered sex offender. You are now charged with three counts each of murder, rape and holding people captive. If you had been left on the streets just one day longer, you could have put the lives of other people in danger. You can face the death penalty or life in prison if convicted of the charges of holding a person captive, rape and aggravated murder. Do you have anything to say?

Michael Madison: I feel sorry for the people for the crimes I have committed. I tried to become a good man but my fate wills me otherwise. I plead guilty to charges of captivity. The women came to me voluntarily and I am innocent. Besides that, I have nothing to say.

Police Officer: UNPOL Carla Rees We are gathering information to determine if you can be linked to other unsolved cases in the Pétion-Ville, Cite Soleil. You could face the death penalty or life in prison if convicted of the charges of holding people captive, rape and aggravated murder. You will be sent to the Pétion-Ville County Jail today until the investigation is over.

Sample Report 2 - Burglary at a jewel shop in the city of Delmas

 Police Report 

Sudan Civil Police Station#4 received a telephone call indicating a burglary that had occurred at a jewel shop no-102 at 23 Mill Road in the city of Delmas on Thursday, 16 January 2010 at 10:05 hrs. The informer identified as Gary, resided at Nubia Street 16, informed to the police through his cell number 0991-23564. A case was opened. 

Having the information a patrol team consisting of three policemen including a language assistant and an investigator was dispatched to the incident scene, arriving at 10:15 hours, and the police officer, also the team commander, Mr. Justin, and the investigator, Mr. Sharif, observed the entire situation. The team cordoned the scene to conduct their activities smoothly. The language assistant asked the people who were already there, for more information about the incident. 

At 1030 hours, the team found that the money and jewels had been taken away from shelves and safe because they were left open. The commander met the victim, Mr. Harry Orton and he was requested to make a list of missing items. Then, the victim immediately prepared a list of stolen items: cash money as 3,000$, gold and silver jewels worth 1.5 million and handed it over the team commander and showed him his shop’s CC camera and police took it for investigation. 

At 1145 hours, investigation team saw the video about burglary. It showed that, two thieves burgled in the evening. The burglars were wearing red T-shirts and blue jeans and were covering their faces with red handkerchiefs at the time of burglary. The camera also showed one of them was lame who was just carrying a black bag with a loop at the top of the bag. The other was seen opening the shelves with the help of rod which was about one meter long. After seven minutes, they escaped through the back door leaving the shelves open. The incident happened between 2300 to 2345 hrs. The Duty Officer of the Sudan Civil Station#4, Mark Hendry, with ID No.039 radioed to all the police stations regarding the case. 

At 1205 hours, after seeing the video, a special police team called Quicker Team#2 was about to leave the premises in search of the suspects as shown in the video. At the same time, the commander, Mr. Justin, received a radio-message from another local police station called Sudan Security Police Station#5, located at grid reference LT 102, five kilometers away, that the man who had one leg short was arrested during patrolling. During his arrest he was wearing the same clothes and he brought to the Sudan Civil Police station#4. During interrogation, he confessed to robbing the jewel shop with his friend. He also stated that it was not his plan; he was just helping his friend, otherwise he would be beaten. He described his friend as muscular built with shaved hair and V-shaped bald, and had a hole on his left ear. One of the suspects was recognized by the victim. He had visited his shop twice a week before. He had taken a look at some jewels but had left without buying any. Victim didn’t know his name or address, but he said that he could identify him if he saw him. Both robbers were around 26 years old, 170 centimeters tall and wore T-shirt and jeans. One of them had a Cobra Tattoo on his right arm and he hobbled while walking, like his left leg was shorter. 

Mr. Justin and Asim Tanveer formed a special force called ‘Straight Operation’ of nine police officers including two investigation officers and they proceeded to get around the city in search of the main suspect. The police officer of local police station had checked the details of the suspect and found that his real name was Mazrin; there were some cases registered against him. Among them, two were about rape, four kidnapping school children and three were theft. The Operation Team’ along with two sniffer dogs was mobilized to the suspicious places and arrested a man from pub located at Heart Street-14 without any further incidents. Burglary at a jewel shop in the city of Delmas


First Part Reading Comprehension 

PATROL REPORT

On Thursday, 16 January 2010 at 10:05 hours, Sudan Civil Police Station#4 received a telephone call indicating a burglary that had occurred at a jewel shop no-102 at 23 Mill Road in the city of Delmas. One man who was later identified as Gary, resided at Nubia Street 16, informed to the police about burglary using his own cell-phone number, 0991-23564. A patrol team consisting of three policemen including a language assistant and an investigator was dispatched to the incident scene, arriving at 10:15 hours, and the police officer, also the team commander, Mr. Justin, and the investigator, Mr. Sharif, observed the entire situation. In the meantime, the patrol team cordoned the scene as well so that they could make a list of things destroyed and damaged, which might help them to prepare a report. The language assistant asked the people who were already there, for more information about the incident.

FOLLOW-UP REPORT-01

At 1030 hours, from the observation, the team found that the money and jewels had been taken away from shelves and safe because they were left open. The commander met the victim, Mr. Harry Orton and he was requested to make a list of missing items. Then, the victim immediately prepared a list of stolen items: cash money, gold and silver jewels and handed it over the team commander, Mr Justin. Mr. Harry told the police team that he had fixed the CC camera on the ceiling. The commander took the camera with him to the station for investigation.

FOLLOW-UP REPORT-02

At 1145 hours, in the investigation office, Mr. Justin, with other four police officers saw the video about burglary. The video showed that two thieves burgled in the evening. The burglars were wearing red T-shirts and blue jeans and were covering their faces with red handkerchiefs at the time of burglary. The camera also showed one of them was lame who was just carrying a black bag with a loop at the top of the bag. The other was seen opening the shelves with the help of rod which was about one meter long. After seven minutes, they escaped through the back door leaving the shelves open. The Duty Officer of the Sudan Civil Station#4, Mark Hendry, with ID No.039 radioed to all the police stations regarding the case.

FOLLOW-UP REPORT-03

At 1205 hours, after seeing the video, a special police team called Quicker Team#2 was about to leave the premises in search of the suspects as shown in the video. At the same time, the commander, Mr. Justin, received a radio-message from another local police station called Sudan Security Police Station#5, located at grid reference LT 102, five kilometers away, that the man who had one leg short was arrested during patrolling. The same team Quicker Team#2 proceeded to the location and contacted to Asim Tanvir, the in-charge of the Sudan Security police station#5. The man was wearing the same clothes which were shown in the video so that Mr. Justin easily recognized the suspect. The man was brought to the Sudan Civil Police station#4. During interrogation, he confessed to robbing the jewel shop with his friend. He also stated that it was not his plan; he was just helping his friend, otherwise he would be beaten. He described his friend as muscular built with shaved hair and V-shaped bald, and had a hole on his left ear.

FOLLOW-UP REPORT-04

Mr. Justin and Asim Tanveer formed a special force called ‘Straight Operation’ of nine police officers including two investigation officers and they proceeded to get around the city in search of the main suspect. The police officer of local police station had checked the details of the suspect and found that his real name was Mazrin; there were some cases registered against him. Among them, two were about rape, four kidnapping school children and three were theft. With his sketch, ‘the Operation Team’ along with two sniffer dogs was mobilized to the suspicious places. After one and half hour search, a man was arrested from pub located at Heart Street-14 without any further incidents. But, from inquiries, it was revealed that the arrested man was the brother of the main suspect. They were alike because they were twins. He had got good reputation in his area. Eventually, the search of the Operation Team got the result nil. Then, Mr. Harry Orton went to the UN Police Station to report the same case.

Audio Narrative

On the 15th January, 2010, Wednesday at 23:00 hrs, a jewelry shop was burgled in the city of Delmas.  An interview was conducted at the Police Investigations Office at 1300 hours the following day, on Thursday 16th of January. The victim Harry Orton stated that he had to attend a birthday party of his accountant's elder sister, the house located in KARIMA, Northern-Sudanese market town.  So, he closed his shop earlier than usual at around 1800 hrs. That night he enjoyed the party a lot and drank some pegs of whisky. The next morning he woke up late and had breakfast at around 09:30 am. After having breakfast he went to his shop. As he reached there he was shocked to find his shop broken into. He stood in front of the shop and yelled, “Oh, My God! My shop has been burgled. Somebody help me, please.” After hearing his yelling, people gathered around him. Someone made a call to the local police and a team of three policemen arrived at 10:15 hours. The police had a look everywhere inside the shop and observed everything there. They found the safe and shelves open which meant that the thieves had taken all the money and jewels. According to the victim, there were $3,000 cash and gold and silver jewels worth $1.5 million missing. They had taken everything. However, Mr. Orton didn’t lose hope and immediately informed to the police about the CC camera, which was concealed on the ceiling of the shop. Luckily, the thieves had turned on the light in the shop and the camera was able to capture some clips of the event. The police took that camera to the police station. With the help of the camera, they came to know that the time of the burglary was between 23:00 hrs to 23:45 hours. They also knew two thieves were involved in burglary. One of them was recognized by the victim. He had visited his shop twice a week before. He had taken a look at some jewels but had left without buying any. Mr. Orton didn’t know his name or address, but he said that he could identify him if he saw him.  Both robbers were around 26 years old, 170 centimeters tall and wore T-shirt and jeans. One of them had a Cobra Tattoo on his right arm and he hobbled while walking, like his left leg was shorter. So the police could easily mark him. 2 weeks passed but the local police did not catch the thieves. Here is the dialogue between UN Police Officer and Mr.Orton.

Harry      :       Hello, Good morning! I am Harry Orton and would like to report a burglary which occurred in my jewellery shop.

UNPOL  :    Oh, Good morning Mr. Orton! When and where did it happen?

Harry      :    It happened at 23:00 hrs on the 15th January 2010, Wednesday at my shop located at 23 Mill Road, Delmas.

UNPOL  :    What time had you closed your shop that day?

Harry      :    I had closed my shop at 1800 hrs, earlier than other days.

UNPOL  :    Why had you closed you shop so early?

Harry      :    That day I had to attend my friend’s birthday party so I left the shop earlier.

UNPOL  :    Normally, what time do you open and close your shop?

Harry      :  Usually, I open my shop at 0900 hours in the morning and close it at 20:00 hours at night.

UNPOL  :    When did you come to know that your shop was robbed?

Harry      :    I came to know about this the next morning at around 09:00 am, when I came to open my shop as usual.

UNPOL  :    Particularly, what did they take from the shop?

Harry      :    They took $3,000 cash, and all gold and silver jewellery.

UNPOL  :    OK, How much were the stolen goods worth?

Harry      :    The robbed goods were worth approximately $1.5 million

Harry      : Yes. Police took that camera to the station. There was an important clip recorded in the camera. It showed that theft had taken place between 23:00 hrs to 23:45 hrs and there were two thieves involved in burglary. I had seen one of them, he had visited my shop twice a week before. He had taken a look at some jewels but had left without buying any.

UNPOL  :    Good. Do you know his name and address?

Harry      :    No.  I don’t know his name or address.

UNPOL  :    What did they look like?

Harry      :They were both around 26 years old, 170 cm tall, in T-shirts and jeans. One of them had a Cobra Tattoo on his right arm and he hobbled while walking like his left leg was shorter. So police could easily mark him.

 UNPOL :    Has the local police started their investigation in this case?

Harry      :    I don’t think so. They have kept the camera and the clips and just filed the case but they have not started the investigation seriously. I visited them several times in the last two weeks but they have neither arrested the culprits nor started the investigation.

UNPOL  :    Ok, Mr. Orton all your reports have been noted and we will visit the local police and inquire about this case and UNPOL also will start its own investigation.
